Election Pamphlet

County Council Election, Monday, April 4th, 1949.

To The Electors of the Briercliffe Division.

Ladies and Gentlemen,

After serving as your representative for two years on the Lancashire County Council, I along with all other County Councillors, now retire from office, but, at the request of a number of residents in the Division, I again offer my services on your behalf for the ensuing three years, and respectfully submit for your consideration a few reasons why I claim your support.

1. I was born in the Division and have spent all my life in it.
2. All my interests are centered in it.
3. If elected, I am prepared to devote my time to the duties.
4. I have been interested in various forms of Local Government for 30 years, having served on the Briercliffe Parish Council for 25 years, and on the Rural District Council of Burnley since 1941. During this long period I have acquired an insight into various matters affecting the welfare of the people, having served on Committees dealing with Public Health, Housing, and the provision of Services such as Water, Sewage, etc. I am at present Chairman of the Rural District Housing Committee, who have plans for the building of 200 houses as and when labour and materials become available.
5. My intimate knowledge of the Division and its requirements, coupled with my experience in Local administration, would enable me to speak with authority in any question relating to it, which comes under consideration by the County Council.

EDUCATION
During my term on the County Council I have served on the Education Committee, together with its various Sub-Committees, namely, School Health Sub-Committee, Primary and Secondary Education Sub-Committee, Further Education Sub-Committee, Education General Purposes Sub-Committee, and Lancs. County Council representative on the No. 9 Divisional Education Committee.
As a result I have acquired some knowledge of what is being done in Lancashire (which is claimed to be the foremost County in England in regard to Education), and this experience would be of great value to me during the next term of office.

FIRE BRIGADE
When the new Fire Brigade Service was handed over to the County for administrative purposes, I was elected to this Committee and by this Committee to its attendant Sub-Committees, General Purposes and Accounts and also a member of the Appeals Board.
When the Fire Brigade is manned to full strength we shall be able to claim it as one of the most efficient in the country.

PUBLIC HEALTH
I am in favour of the provision of Services which promote better living conditions for all, and would specially mention Child Welfare Clinics, piped water supplies to all houses and farms within reasonable distance of a main, modern sewerage systems, etc. Many of these schemes will involve large expenditure but, in my opinion, it will be money well spent.

AGRICULTURE
Two World Wars have proved how necessary it is that this important industry should never again be allowed to become a matter of indifference to the rest of the community. It always has been and always will be the basic industry of the country.
Bound up with this question is that of Housing, adequate and pure water supplies and electricity, and my vote has always been given for providing these wherever possible.
I shall continue to press for anything which will give us well-tilled land, worked by happy and well-housed agricultural workers, with all the Services which can be brought to their aid.

FINANCE
I believe in the economical adminstration of public services, and by that I do not mean cutting down expenditure to a point which jeopardises efficiency. If we get value for money we spend we can afford to extend the services, and my policy is, and always has been , to see that any Committee on which I serve spends its money wisely and economically.

In conclusion, I appeal to all electors for your support on the day of the Poll, and can assure you that, should I be elected as your representative, it will be my constant aim to serve you all faithfully, irrespective of party or creed.
